Consideration of a Professional Services Agreement with
Placeworks for the Preparation of an Initial Study (IS) Pursuant to the
California Environmental Quality Act (CEQA), and a Professional
Services Agreement with Linscott , Law & Greenspan , Engineers , for
the Preparation of a Traffic Impact Analysis (TIA) for the Proposed
River Street Project (Dan Almquist , Frontier Real Estate
Investments).
RECOMMENDATION:
1. Approve a nd authorize the C ity M anager to execute a Professional Services
Agreement with Placeworks for the preparation of an Initial Study (IS), pursuant to
the California Environmental Quality Act (CEQA), at a cost not-to-exceed $168 ,239
to be funded by the applicant.
2. Approve and authorize the City Manager to execute a Professional Services
Agreement with Linscott, Law & Greenspan , Engineers for the preparation of a
Traffic Impact Analysis (TIA), at a cost not-to-exceed $67 ,045 to be funded by the
applicant.

Page 14 of Attachment 3 and Page 18 of Attachment 4 of the Staff Report on this item
consist of a s ite plan for t he proposed River Street Project. A portion of the site plan was
not shown in the o rig i nal packet. Attached is the complete site plan.
