SUBJECT: Environmental Monitoring Services associated with the Rancho Mission Viejo Riding
Park Water and Sanitary Sewer Pipelines Project, CIP 17201
Description: A geotechnical investigation is part of the work associated with the Rancho
Mission Viejo Riding Park Water and Sanitary Sewer Pipelines Project. The
investigation includes 4 bore holes dug at strategic locations along the
water and sewer pipeline alignments, by which soil samples are collected
and analyzed in a laboratory. The findings, results and recommendations
for proper compaction will be presented to the City in a soils report. This
information will be used to establish the appropriate compaction methods
during construction, and therefore the investigation must occur prior to
construction. In accordance with CEQA requirements, an Initial
Study/Mitigated Negative Declaration was prepared for the project and
adopted by the City Council on March 21, 2017. Although not a CEQA
mitigation measure, in an abundance of caution archeological and
paleontological monitoring will be provided by the City on this project. In
addition, Native American monitoring will also be provided at the behest of
the Juaneno Band of Mission Indians,Acjachemen Nation. In order to fulfill
these monitoring requirements, staff solicited bids for these services from
three qualified firms, and received quotes from all of them. The results are
indicated below. Staff recommends that the City Manager approve a
professional services agreement with McKeehan Environmental
Consultants for monitoring services associated with the Rancho Mission
Viejo Riding Park Water and Sanitary Sewer Pipelines Project.

Project Cost: $40,440 (includes 20% contingency for unforeseen conditions)

Staff Analysis & Recommendation: McKeehan Environmental Consultants (MEC) has the
knowledge and experience required to provide a high level of service on this project. In addition,
MEC has worked with the City on past projects and provided exemplary service. Accordingly, staff
recommends that the City Manager approve a Professional Services Agreement with McKeehan
Environmental Consultants for environmental monitoring services associated with the Rancho
Mission Viejo Riding Park Water and Sanitary Sewer Pipelines Project, in the amount not to exceed
$40,440.
