17-0718_SIEMENS INDUSTRY, INC_Staff Memo MEMORANDUM DATE: July 27, 2017 TO: Ben Siegel, City Manager Steve May,Public Works and Utilities Director FROM: Tom Toman,Assistant Public Works Director •' SUBJECT: Contract with Siemens Industry, Inc. for the initial Investment Grade Audit (1GA) and associated analysis required to carry out the conversion of City street lights from high pressure sodium(HPS)to LED technology On July 18, 2017, the City Council voted 4-1 to approve a contract with Siemens Industry, Inc. to begin the process of converting City street lights from high pressure sodium (HPS) to light emitting diode technology (LED). The contract (Attachment 1) with Siemens Industry Inc. is to conduct the initial Investment Grade Audit (1GA) and associated analysis required to carry out the conversion of City street lights from high pressure sodium to LED technology in a manner that will ensure that the anticipated cost to the City for the energy efficiency services provided will be less than the anticipated cost savings resulting from the implementation of the energy efficiency measures. Once this analysis is complete, staff will return to the City Council for consideration of the agreements required to acquire, install and finance the new street lighting technology. There would be no up-front cost to the City for the conversion of the City's HPS street lights to LED technology. The cost of the initial phase of work covered in the proposed professional services agreement is $33,315.10. If the City Council decided not to approve the final project implementation and lease purchase financing when the item comes back to the Council in Fall 2017, then the City would pay Siemens for the work completed on project development.
