HAC Minutes-1997-05-05MEMORANDUM May 6,1997 TO: George Scarborough, City Manager FROM: Thomas Tomlinson, Planning Direct SUBJECT: Housing Advisory Committee Actions of May 5, 1997 This report summarizes actions taken by the Housing Advisory Committee on May 5, 1997 No action is required unless Council wishes to hold special review of an item. Commission Attendance Present Marie Buckner, Sheldon Cohen, Jessica Dean, Joann deGuevara, Mary Rose Winkler Absent: Janice Palermo, Richard Collins 1. Call to Order - The meeting was convened at 7.05 p m. 2. . . Oral Communlcatlons - None. 3. Consent Calendar - The Action Minutes of March 3, 1997 were approved as submitted with one correction: Under new business, “Mary Erickson Housing Community” should read “Mary Erickson Community Housing”. 4. New Businm a. Review of Draft Code Amendment 97-01 - Exemption of Low and Very Low Residential Projects with Long-Term Affordability Agreements from Residential Growth Management Regulations - Mr. Amstrup made a presentation on the proposed code amendment. The Committee expressed general support for the concept of exempting units with long term affordability agreements from the City’s Residential Growth Management Regulations, however, the Committee was concerned by the lack of provisions for an annual cap on the number of affordable units built each year. A general discussion ensued regarding the potential for significant numbers of affordable units to be constructed each year After discussion Committee Member Cohen offered a motion directing staff to return to the Committee with a revised draft code amendment which would provide a formula for an annual cap on the number of affordable units built in the City. Committee Member Winkler seconded the motion, which passed unanimously. Housing Advisory Committee Action Minutes Mav 6. 1997 b The committee received and filed the Housing Program Status Report, and requested that Debbie Dirnu, the City’s Housing Consultant, be available to answer questions regarding the status of programs at the next meeting. 5. . ion of Cow - The Committee directed staff to determine if Committee Member Dean would be eligible for a second consecutive term as chair since the Committee was formed recently and she had not served a full one year term. Committee Member Cohen offered a motion to continue the reorganization until the next meeting. This motion was seconded by Committee Member Winkler, and passed unanimously. 6. Committee/Staff Comments Committee Member Winkler asked who would be dealing with mobile home issues, such as coaches being located in parks without proper permits, now that the Mobile Home Park Committee has been disbanded Mr Amstrup indicated that he would handle any questions which would have been asked of staff at a Mobile Home Committee, including code enforcement requests regarding building permits. Committee Member Winkler indicated that a coach had been moved into space 44 at the Capistrano Terrace mobile home park and asked staff to look into whether a permit had been obtained, if the coach would fit into that space consistent with the development standards contained in Title 25, if tree removal permits were obtained, and if permits were obtained for the removal of a retaining wall adjacent to space 44 Mr Amstrup indicated that he would file a code enforcement request on behalf of the Housing Advisory Committee. 7.
