SUBJECT: Housing Advisory Committee Actions of March 3, 1997
This report summarizes actions taken by the Housing Advisory Committee on March 3, 1997. No
action is required unless Council wishes to hold special review of an item.

1. Call to Order - The meeting was convened at 7 07 p m
2. Oral Communications - None.
3. Consent Calendar - The Action Minutes of February 6, 1997 were approved as submitted
4. New Business
a Review of Draft Rental SubsidyISecurement Program Guidelines - Prior to
consideration of this item Jessica Dean, Chairperson disclosed that she was a board
member of the Mary Erickson Community Housing (a non-profit housing organization
that has been selected by the Community Redevelopment Agency to administer the
program) but would not be receiving any monetary benefits The Secretary to the
Committee stated that a conflict did not exist and that she could participate in the
consideration of this item
Debbie Dirnu, the City’s Housing Consultant gave a presentation on the program
guidelines and responded to questions from Committee members. At the conclusion
of this discussion Member deGuevara offered a motion to forward the guidelines to
the Agency Board of Directors with the following modifications:
* On pages 3 and 13, increase the minimum persons for a one-bedroom from
one to two, and,

* Add to paragraph 2 at the end of the last sentence . “as determined by the best
efforts of the City’s consultant”
b Housing Program Status Report - Mr Tomlinson provided a brief review of the
housing activities currently underway and as outlined in the report to the Committee.
Upon completion of the presentation the Committee received and filed the report
5. COMMITTEE/STAFF COMMENTS
The Chairman brought to staff and the Committee’s attention specific language contained in
the draft Housing Element that was very specific and could hamper the final development and
consideration of the Rental Subsidy program by the City Council. Staff concurred with the
comment and stated that at the hearing on the Housing Element scheduled for the City
Council meeting the next evening that a modification to the language on page 44 will be
suggested.
