None Staff Present Lynnette Adolphson, Administrative and Code Specialist Debbie Dimu, Affordable Housing Professionals (City’s Housing Consultant) A CAJ,J, TO ORDER - Chairperson de Guevara called the meeting to order at 5-08 p m B ORAL COMMUNIC&I’IOPQ - None C MINUTES OF JUNE 18. 1998 - The action minutes of June 18, 1998 were unanimously approved, subject to the following revisions Page 1, Item D(l)(a) to add language that Member Palermo supported use of San Juan Capistrano contractors provided it did not delay the project, Page 2, Item D(2) to add language that Member Palermo requested a legal determination about allowing Mary Erickson Community Housing Corporation to obtain violation information about tenants and landlords from the homeowners’ associations D NEW BUSINESS 1 Rep- - The Committee received and filed the housing program status report Discussion ensued regarding the following issues a v F-n- Prom - Staff advised that Lippert Building Company had been selected as construction manager to oversee and coordinate rehabilitation of the 14 condominiums effective October 1, 1998 Member Palermo stated opposition to the regulation restricting purchase of the units to first time home buyers and requested the Committee’s support to recommend that the City Council delete this restriction The Committee members could not reach consensus and requested time to think about the issue Memorandum -3- November 10, 1998 The Committee, by unanimous vote, forwarded a recommendation of approval to the City Council for submittal of an application to the California State Department of Housing and Community Development for funding of an Owner-Occupied Housing Rehabilitation Program through the Home Investment Partnership (HOME) Program E COMMITTEE/STAFF COMMENTS Staff advised that the City Council would be considering the mobile home rehabilitation guidelines and regulations in November and that a copy would be distributed to the members once approved H ADJOURNMENT - The meeting was adjourned at 6-40 p m Lynne&e Adolphson, Housing Advisory Committee Secretary DATE APPROVED November 19, 1998 ( OFFI’E X’P’.VIK\VPDOCS HOL’SI&G’HAL MIN9??
