HAC Minutes-1998-02-26ORANDUM June 2, 1998 TO: George Scarborough, City Manager FROM: Thomas Tomlinson, Planning Director SUBJECT: Housing Advisory Committee Actions of February 26, 1998 This report summarizes actions taken by the Housing Advisory Committee on February 26, 1998. No action is required unless Council wishes to hold special review of an item. Present. Absent Jessica Dean, Joann de Guevara, Maryrose Winkler, Marie Buckner, Janice Palermo, Sheldon Cohen Richard Collins A CAI.1, TO ORDER - Chairperson Dean called the meeting to order at 7 00 p m B ORAI, COMMUNICATIONS - None. C 15. 1998 - The action minutes of January 15, 1998 were unanimously approved, subject to changing references to the Mary Erickson Foundation to Mary Erickson Community Housing and corrections to the spelling of Joann de Guevarra D PUBLIC 1 . . CDBG m - Debbie Dirnu, the City’s housing consultant, described the proposal to submit the City’s Community Development Block Grant Program application to the State of California Department of Housing and Community Development requesting $400,000 for the Mobile Home Improvement Program and recommending that the City Council/Community Redevelopment Agency commit a minimum of $100,000 as local leverage. The public hearing was opened There being no one present wishing to speak, the hearing was closed. The Committee concurred with the staff recommendation to focus on only one program Member Palermo suggested that consideration be given to including stick built units in next year’s application It was moved by Member Palermo, seconded by Member Cohen, and unanimously carried to forward a recommendation to the City Council/Community Redevelopment Agency to. (1) approve submittal of the City’s Community Development Block Grant - Memorandum -2- June 2, 1998 application to the State of California Department of Housing and Community Development requesting $400,000 for the Mobile Home Improvement Program; and (2) commit a minimum of $100,000 as local leverage E NEW 1 Stat- - Received and filed. The Committee requested that staffagendize this First Time Homebuyer Program for the next meeting to consider increasing the loan amount to make the program more workable and utilize the funds by the June 30 deadline 2 . . t Program - The Committee voted unanimously to forward the Community Enhancement Program rules and regulations to the City Council/Community Redevelopment Agency for approval, subject to inclusion of a requirement that taxes and insurance be impounded 3. Subsidy Prom Education - The Committee reviewed the annual progress report and concurred that these reports should be submitted on a quarterly basis A motion was made by Member Palermo and seconded by Member Cohen to receive quarterly status reports from the Mary Erickson Community Housing Corporation on the progress of the participating tenants, including review of continued income eligibility, attendance at tenant education classes, performance of volunteer work, etc The motion carried unanimously. F NT CONlJ.RQL - Staff advised that letters had been sent to all of the mobile home park managers and association representatives in January, 1998, advising that the maximum allowable rent increase for the period of April 1, 1998 to March 3 1, 1999 is 1 6 percent. Received and filed.
