SUBJECT: Housing Advisory Committee Actions of March 22, 1999
This report summarizes actions taken by the Housing Advisory Committee on March 22, 1999 No
action is required unless Council wishes to hold special review of an item
on Attendance

Absent Janice Palermo (excused), Richard Collins (excused)

A CALL TO ORDER - Chairperson de Guevara called the meeting to order at 6 30 p m
B WALKING TOUR OF LOS RIOS DISTRICT - Staff advised that the tour had been
cancelled due to the absence of the project manager (William Ramsey) and would be
rescheduled and notlced for the next meeting in April. Earlier in the day staff contacted
several residents in the Los Rios neighborhood regarding the cancellation and asked that they
try to get the word to other residents Staff was present between 5 p m and 6 p m In the
event anyone arrived for the tour and meeting However, there were no attendees

C MINUTES OF FEBRUARY 18. 1999 - The action minutes of February 18, 1999 were
approved by a vote of 3-O-2, Members de Guevara and Pichler abstaining due to their
absence from that meeting

Due to the absence of the project manager, Mr Ramsey, the Committee unanimously
continued the item to their next meeting in April

Comtity Deveiount Block Grant (CDBG) Application
The City’s housing consultant, Debbie Dirnu of AfTordable Housing Professionals,
gave the staff presentation Ms. Dirnu indicated that the proposed application
requested $500,000 for owner-occupied housing rehabilitation (mobile homes,
single-family dwellmgs, and condommiums) and child care services through the
Capistrano Unified School District (welfare to work child care for children O-3 years
of age) It was explained to the Committee that based upon the State of California’s
point rating system, points received from last year’s application, and discussions with
the City’s state representative, the proposed application would be the most
competitive in gaining the points necessary to receive funding
Stafl’recommended that the Committee forward the 1999 CDBG application to the
City Council with a recommendation to commit a minimum of $120,000 as local
leverage and to approve submittal of the application to the State of California
requesting $500,000 for general grant administration, owner-occupied housing
rehabilitation, and a child care program
Chairman de Guevara opened the hearing to receive comments from the floor No
one being present, the hearing was closed
Committee discussion ensued. The members expressed support for child care
services and owner-occupied housing for rehabilitation of single-family dwellings
and mobile homes Member Dean stated that she would like to see a permanent
affordable rental project and asked that an effort be made at the next opportunity
The Committee unanimously voted to forward the 1999 CDBG application to the
City Council with a recommendation of approval as proposed by staff.

following a visual presentation by John Sottek of Affordable Housing Professionals
on the progress of the Community Enhancement Program rehabilitation of 14
Community Redevelopment Agency-owned units Discussion on the Community
Enhancement Program ensued Member Buckner requested that she be allowed to
tour the units
Chairman de Guevara opened the floor for public input MS Ada Banning inquired
regarding the program requirements (i e loan qualification, when units can be resold,
homeowners association dues, etc ) Staff responded to her questions

Mr Jesse Gomez, 3 1596 Los Rios Street, indicated he would like to apply to
purchase a unit
There being no fbrther public comments, the floor was closed
