Commission Attendance Present. Marie Buckner, Joann de Guevara, Jessica Dean, Mike Eggers, Ettie Tregarthen, Maryrose Winkler Absent: Richard Collins (excused) Staff Present: Lynnette Adolphson, Management Analyst I Debbie Dirnu, Housing Programs (City’s Housing Consultant) A CALL TO ORDER - Vice-Chairman Buckner called the meeting to order at 7.00 p m B ORAL COMMUNICATIONS - None. C. NEW BUSINESS 1. Consideration of State of California Department of Housina and Community Development 2000 Community Development Block Grant (CDBG! Application - Debbie Dirnu, the City’s housing consultant, provided the staff presentation for the proposed State of California Department of Housing and Community Development 2000 Community Development Block Grant (CDBG) application. Ms. Dirnu explained that over the past two years the City has received CDBG and HOME funding totaling $1.5 million for housing rehabilitation and a first-time homebuyer program A portion of these funds, $186,000 was to support a welfare-to-work child care program. Due to time constraints on spending the 1998 and 1999 funds, staff recommended against applying for additional funding for housing rehabilitation. Regarding the child care component of the 1998 and 1999 grants, staff described the ongoing attempts with various organizations to implement the child care program. In order to provide future funding for the child care - Memorandum Housing Advisory Committee Minutes of March 23, 2000 Page 2 facility, once operatlonal, staff recommended applying for CDBG funding totaling $300,000 for the welfare-to-work child care program. In discussing the child-care portion of the program, staff explained the problems in getting a non-profit group to operate the child-care facility. If unsuccessful in finding a non-profit group to operate a facility, Ms. Dirnu offered that the City may not want to apply for addltlonal CDBG funding at this time. In fact, she added that the City may need to return the $186,000 to avoid being penalized by the State of California in future applrcations. Ms. Dirnu inquired whether the Committee could support using one of the vacant Community Enhancement Program condominiums in the Capistrano Villas as a welfare-to-work child-care facility for Infants 0 to 3 to serve only residents in that neighborhood. A majority of the Committee members agreed they could not support a child-care facility in one of the condomium units in the Capistrano Villas and applying for additional child-care funds at this time was not appropriate. It was moved by Member Dean and seconded by Member de Guevara to recommend that the City not submit an application for 2000 CDBG funding. The motion carried 5-1, Member Winkler opposed Member Eggers moved that use of any of the Community Enhancement Program vacant Capistrano Villas units as a welfare-to-work child care facility should be prohibited. Member de Guevara seconded the motion, which carried 5-O-1, Member Winkler abstained. 2. Housina Proaram Status Report - Staff summarized the status of the various housrng programs identified in the staff report. The Committee received and filed the report D.
