CALL TO ORDER - Member Knorre called the meeting to order at 7:OO p.m.
ORAL COMMUNICATIONS - None
MINUTES OF JANUARY 21, 2004 - The minutes of January 21, 2004 were
approved as submitted by a vote of 5-0-1, Committee member Buckner abstained.
NEW BUSINESS
Housina Proarams Status ReDort - Ms. Adolphson provided a brief status report on
the Rental Subsidy Program, the grant expenditures for the 1999,2001 and 2002
HOME Owner-Occupied Housing Rehabilitation and First-Time Home Buyer
programs, and the proposed multi-family affordable housing rental project. Details
on the status of these projects is included within the staff report.
Staff indicated that the City was reviewing the Exclusive Negotiating Agreement to
determine whether the Mercy Housing conceptual proposal and financing package
would be reviewed by the Housing Advisory Committee or if the package would only
require City Council review based upon economics. The Committee members
raised concerns that the City Council might be asked to make a decision on the
economic feasibility and financing package without review by the Housing Advisory
Committee. The Committee concurred that it was important that the City Council
not take any action that would not provide flexibility in future decisions if the project

should go forward. Due to the public opposition expressed, the Committee stated
they did not support any decision that would appear by the public that the City had
approved the project and financing package before formal submittal of plans and
hearings through the development review process. Member Nahas suggested that
the Committee independently review the conceptual plans and financing package
to allow them to provide their comments to the City Council individually before any
decision is made. The Committee unanimously agreed to forward their comments
on to the City Council urging that any decision should include enough flexibility in
the site design and financing to allow all applicable City committees, boards and
commissions room to review the project without being pre-empted on their
decisions. Member Nahas made a motion to forward the Housing Advisory
Committee comments to the City Council. Member Knorre seconded the motion,
and the motion passed unanimously.

F. ADJOURNMENT - There being no further business, it was moved by Member
Langhans and seconded by Member Buckner to adjourn the meeting to July 21,
2004, at 7 p.m. in the City Council Chambers. The motion passed unanimously and
the meeting was adjourned at 8:20 p.m.
