Commission Attendance Present: Marie Buckner, Joann de Guevara, Jessica Dean, Ed Johnson, Ethel Tregarthen, Maryrose Winkler Absent: Michelle Krrorre (excused) Staff Present: Lynnette Adolphson, Management Analyst II Thomas Tomlinson, Planning Director A. m - Chairman Buckner called the meeting to order at 7:08 p.m. B ORAL CUUNICATIONS - None. C MINUTES OF SEPTEMBER 20.2000 - Approved as submitted. D NEW BUSINESS Consideration (General Plan y of San Juan Capistrano3 - Mr. Tomlinson provided a staff presentation noting that the State of California requires cities to update their General Plan Housing Elements every five years and that the deadline for submittal of the adopted General Plan is December 31, 2000 The purpose of the update is to incorporate the revised Regional Housing Needs Assessment (“RHNA))) allocatrons for new construction of affordable housing units for inclusion in the City’s five-year housing program. The RHNA distributes the regional affordable housing needs by Jurisdiction based upon census Information Mr. Tomlinson indicated that the proposed Housing Element Incorporates the City’s new RHNA allocatrons of --.-.___-. I_ L Memorandum Housing Advisory Committee Minutes of October 26, 2000 Page 2 very low, low, moderate, and above housing units for the next five years based upon 1990 Census data. Staff noted that the Housing Element had also been reformatted to be consistent with the newly-adopted General Plan. Mr. Tomlinson explained that the new General Plan included sufficient land set aside to accommodate the RHNA allocation of affordable units. However, due to the delay by SCAG’s Regional Council in adopting the new RHNA allocations, staff could not update the Housing Element when amending all other elements of the General Plan during 1999. Staff explained that the draft Housing Element was sent to the State of California for comments following the Committee’s review on February 24, 2000, and that the state responses had been included. It was further noted that the newly-adopted General Plan designates property for new rental construction and that the City is currently working with the property owner for acquisition of the land. Committee discussion ensued with Member Winkler noting that she did not support smaller lots. However, Member Johnson stated that because larger lots are more costly, they are not affordable to low and very-low income households. A question arose regarding the reference on page 33 of the draft Housing Element referring to San Juan Capistrano, San Clemente, and Laguna Beach as the lone cities representing South County. Mr. Tomlinson explained that because other areas of South County were not incorporated, these three cities were isolated from cities in the north portion of the county. Thus, due to this isolation, it was not possible to build homeless facilities that were convenient or accessible. Member Dean inquired about whether the City had received comments on the draft Housing Element from any of the advocacy groups. Mr. Tomlinson advised that several groups had requested, and received, notification of the meeting, but that no one was present to speak. More discussion ensued in support of new rental construction. Staff advised that the proposed street changes at Oso Road and Camino Capistrano will result in a much safer situation, although traffic counts do not show a problem in that area. There being no further discussion, the Committee unanimously forwarded the draft Housing Element to the Planning Commission and City Council with a recommendation of approval.
