CALL TO ORDER - Member Ratcliffe called the meeting to order at 7:OO p.m. -
C. NEW BUSINESS -
Consideration of Approval to Submit the 2004 Home Investment Partnership
(HOME) Proqram Application for Fundinq to the California Department of
Housing and Community DeveloDment - Ms. Adolphson summarized the
proposal to submit an application for funding under the 2004 Home Investment
Partnership (HOME) Program to the California Department of Housing and
Community Development for a total of $800,000 in funds for an Owner-Occupied
Housing Rehabilitation Program, First-Time Home Buyer Program, and the
American Dream Program. The breakdown of funds requested is as follows: (1)
administration - $20,000; (2) First-Time Home Buyer Program - $97,500; (3)
American Dream Down Payment Initiative Program - $195,000; and (4) the
Owner-Occupied Rehabilitation Program - $487,500.
Staff requested that the Housing Advisory Committee forward the application as
submitted by staff to the City Council recommending approval to:
(1) Submit the grant application for $800,000;

(2) Authorize the City Manager, Planning Director and/or Administrative Services
Director to execute the Standard Agreement, and any amendments thereto,
and any related documents necessary to participate in the 2004 HOME grant
program;
(3) Adopt program revisions to the First-Time Home Buyer Program and Owner-
Occupied Rehabilitation Program guidelines, and authorize the City’s
Planning Director to make additional revisions as necessary to meet the
2004 State HOME program application requirements.
Member deGuevara moved to forward the item to the City Council as
recommended by staff. Member Langhans seconded the motion, and the motion
passed unanimously.
D. COMMITTEE/STAFF COMMENTS -None
F. ADJOURNMENT - There being no further business, the meeting was adjourned
to November 17, 2004, at 7 p.m. in the City Council Chambers. The motion
passed unanimously and the meeting was adjourned at 750 p.m. u
