CALL TO ORDER - Member Ratcliffe called the meeting to order at 7:02 p.m. B. ORAL COMMUNICATIONS - None. C. MINUTES OF SPECIAL MEETING WORKSHOP OF JULY 7, 2004 - The minutes of the special meeting workshop of July 7, 2004, were unanimously approved as submitted. u D. NEW BUSINESS I. Discussion Reaardinn the Affordable Housing Needs and Opportunities in the City - Ms. Adolphson provided an update on the progress made towards satisfying the Housing Element goals and objectives by June, 2006. It was pointed out by staff that the City has been successful in meeting most of its goals thus far. However, the goal relating to creation of new affordable units has not yet been met. Staff solicited the Housing Advisory Committee suggestions, recommendations, and direction for developing strategies for meeting the City’s housing goals within the next two years. Some of the questions posed to the Committee included: (1) Should the City do several affordable housing projects or focus its efforts on one single project? Sun Juan Cupistraiio: Preserving the Past to Enhance the Future Housing Advisory Committee Minutes July 21, 2004 Page 2 of 3 (2) Should the City use a housing expert to assist staff and the Committee in developing strategies to meet the City’s Housing Element goals? (3) Should the City integrate affordable units into market rate projects throughout the community rather than concentrating affordable units into one area? How can the City best achieve this objective? Mr. Justin Bauman addressed the Committee. He stated that he resides in the Kaufman Broad homes and that KB Homes is willing to purchase the Calle Rolando site to construct 18 additional homes. The Committee expressed concern that the City educates the public regarding funding sources for affordable housing. The Committee encouraged use of Community Redevelopment Agency housing set aside funds for an educational campaign. The Housing Advisory Committee unanimously concurred with the following direction regarding meeting the City’s affordable housing goals within the next two years: e 0 e e e e e e e e Concentrate on multiple projects rather than one single project; Focus efforts on construction of affordable family rentals; Consider Calle Rolando and Little Hollywood sites for affordable housing projects, including a Ha bitat for Humanity ownership project, duplexes, manufactured housing, or condominiums; Integrate affordable units with market rate units whenever possible. However, the Committee concurred with allowing non-integrated projects for the Calle Rolando and Little Hollywood sites; Restrict affordable units to residents currently living in San Juan Capistrano; Provide education to community groups regarding affordable housing; Educate the public on why we need to provide affordable housing; Advertise in local newspapers, including pictures of families that might reside in affordable units; Provide for a mixed use of affordable residential and industrial on the Lower Rosan site; and Work with a housing consultant to help develop a City housing strategy. 2. 03 CDBG PnA - Communitv Development Block Grant Plannincl and Technical Assistance Multi-Familv Housing New Construction Proiect Feasibilitv Studv - Staff advised that the site feasibility study prepared by Mercy Housing California for the planning and technical assistance grant Housing Advisory Committee Minutes July 21,2004 Page 3 of 3 was completed. To complete the steps required by the grant, Ms. Adolphson indicated that the Housing Advisory Committee and the City Council were required to consider the study. The City Council consideration was scheduled for a public hearing in August, 2004. Upon final review by the Council, the report would be forwarded to the State of California for final approval and closure of the grant. Staff recommended that the Committee forward the report to the Council Council with a recommendation that the Council accept the study. Member Marquez moved and Member deGuevara seconded to forward a recommendation to the City Council to accept the site feasibility study prepared by Mercy Housing California to complete the requirements of the 2003 CDBG Planning and Technical Assistance grant. The motion passed unanimously. u E. COMMITTEEETAFF COMMENTS - None. F. ADJOURNMENT - There being no further business, the Committee adjourned at 858 p.m. to September 22,2004 at 7 p.m. in the City Council Chambers.
