OF THE
HOUSING ADVISORY COMMITTEE
FEBRUARY 5, 2005

A. CALL TO ORDER - Member Ratcliffe called the meeting to order at 9:00 a.m.
B. ORAL COMMUNICATIONS - None
C. NEIN BUSINESS
1. Conduct Tour of Whispering Hills LLC Proposed Affordable Housing
Pro'ect Site and the City Lights Apartment Complex in Aliso Vie'o — The
purpose of the special meeting was to tour the Whispering Hills site and
an apartment complex located in Aliso Viejo. At 9:02 a.m. the Committee
members, City staff, the applicant Dennis Gage, and Jonathan Volzke of
the Capistrano Dispatch boarded a shuttle bus provided by the applicant.
The group viewed the proposed Whispering Hills site while Mr. Gage
provided information regarding the proposed high school and apartment
access points, grading operations for the high school, and pointed out the
proposed location for the proposed apartment project. Ms. Beverly
Halverson, President of the Mary Erickson Community Housing, joined the
tour at the Whispering Hills site.
After seeing the Whispering Hills site, the shuttle bus took the group to
Aliso Viejo for a tour of the City Lights apartment complex. The applicant
indicated that the City Lights project, although much larger than that
proposed for San Juan Capistrano, would use a similar layout in that the
parking structure would be incorporated into the building and not visible
from the street. The tenants park on the same parking level as the floor
of their apartment complex allowing them to access their residence
without having to use stairs or an elevator.

Upon return to City Hall, the Committee did not conduct any discussion
regarding the tour.
D. COMMITTEE/STAFF COMMENTS -- None
E. ADJOURNMENT - There being no further business, Chairman Ratcliffe
adjourned the meeting at 11:30 a.m. to March 2, 2005, at 7 p.m. in the City
Council Chambers.
