HAC Minutes-2007-06-27 MINUTES OF THE MEETING OF THE HOUSING ADVISORY COMMITTEE CITY COUNCIL CHAMBERS JUNE 27, 2007 Commission Attendance Present: Marie Buckner, Joanne Marquez, Laura Freese, Mary Ann Groover, Gene Ratcliffe Absent: None Staff Present: Lynnette Lehmann, Management Analyst II Grant Taylor, Assistant Planning Director A. CALL TO ORDER – Chairperson Marquez called the meeting to order at 7:02 p.m. B. ORAL COMMUNICATIONS - None C. MINUTES OF APRIL 25, 2007 The minutes of April 25, 2007 were approved unanimously. D. HOUSING COMMITTEE REORGANIZATION Annual Reorganization of the Housing Advisory Committee – Selection of Chairperson and Vice Chairperson – Laura Freese was elected as the new Chairperson and Member Ratcliffe was elected as the new Vice-Chairperson to the Committee by a unanimous vote. E. PUBLIC HEARINGS 2006/2007 State of California Community Development Block Grant Grantee Performance Report – Ms. Lehmann provided a staff presentation regarding the City’s progress on the expenditures of Community Development Block Grant (“CDBG”) program income funds and 2004 grant funds for the Habitat for Humanity of Orange County, Inc. project as detailed in the staff report during Housing Advisory Committee Minutes June 27, 2007 Page - 2 - fiscal year 2006/2007. Staff indicated that this was a formal public hearing to solicit comments and feedback from the public on the use of the funds. Chairperson Freese opened the public hearing. There being no one present to address the Committee, the public hearing was closed for Committee comments. The Housing Advisory Committee considered the information in the report, and unanimously approved the Grantee Performance Report as submitted. F. NEW BUSINESS Status Report on Housing Programs – Ms. Lehmann provided a staff presentation summarizing the status of the Rental Subsidy Program, Little Hollywood Affordable Rental Program, the 2004 HOME First-Time Homebuyer and Owner-Occupied Housing Rehabilitation grant, the 2006 Owner-Occupied Housing Rehabilitation Program Over-The-Counter Grant award of $400,000, the 2004 Community Development Block Grant expenditures and construction status for the Habitat for Humanity of Orange County, Inc. Project, the 2008 Housing Element Update consultant selection process scheduled for consideration by the City Council on July 17, 2007, the Seasons Senior Apartment expansion, the Little Hollywood expansion project to develop 10 additional units, and the Capistrano Terrace Mobile Home Park closure request. In addition, staff also advised the Committee that the Villa Montana proposed apartment project applicant had submitted written responses to the Housing Committee’s comments made at the March 2, 2005 meeting. The Committee unanimously received and filed the report. G. COMMITTEE/STAFF COMMENTS Member Ratcliffe announced that she had attended the barbeque at Historic Town Center Park in honor of the Marines hosted by the City. Member Freese requested that staff provide the Committee members with a copy of the Mercy Housing site feasibility analysis report. Ms. Freese also requested that the Committee consider at their next meeting the possibility of an affordable housing project at the existing ROP site on El Camino Real. Member Freese requested a presentation by the Homestead Foundation at the next meeting. Housing Advisory Committee Minutes June 27, 2007 Page - 3 - Member Freese indicated that on July 3, 2007, the City Council would be considering possible uses for the Lower Rosan property located on Stonehill Drive. She requested that that Committee make a motion to add this emergency item onto the agenda for discussion of use of the property for affordable housing. Member Marquez made a motion to add the discussion about the Lower Rosan property onto the agenda. The motion was seconded by Member Buckner and passed unanimously. Lower Rosan Discussion Member Freese stated that the Lower Rosan property is a 15 acre parcel located within walking distance to Albertsons, near a park, and would be an ideal location for an affordable housing project that could accommodate about 80 units on a 5- acre portion of the site. Ms. Freese added that it is important to have smaller affordable housing projects throughout the City rather than to have one massive project. Ms. Freese recommended that the Committee send a letter to the City Council in support of affordable housing on all or a portion of the site. Member Ratcliffe stated that the auto dealerships could use other underutilized parking lots throughout the City to store vehicles and that the infrastructure is already in place to do so immediately. Ms. Ratcliffe expressed support for use of the site for affordable housing because of the site’s close proximity to schools. She added that affordable housing is needed to satisfy the Housing Element goals and objectives. Member Marquez made a motion to submit a letter to the City Council from the Committee recommending that the Lower Rosan property be considered for an affordable housing project on all or a portion of the site. Member Groover seconded the motion, which passed unanimously. Staff advised that the next meeting would be held on July 25, 2007. H.
