A. CALL TO ORDER — Vice -Chairperson Buckner called the meeting to order at
7:01 p.m.
Staff introduced Laura Freese, the newest member of the Committee. Ms.
Freese gave a brief summary of her background. Staff noted that Member
Groover was also relatively new to the Committee and asked her to provide the
Committee with a brief summary of her background.
B. ORAL COMMUNICATIONS - None
C. MINUTES OF JULY 26 AND AUGUST 30.2006
The minutes of July 26 and August 30, 2006 were approved by a vote of 3-0-2,
Members Groover and Freese abstaining.
D. NEW BUSINESS
Status Report on Housing Programs — Ms. Adolphson provided a staff
presentation summarizing the status of the Rental Subsidy Program, Little
Hollywood Affordable Rental Program, the 2004 HOME First -Time Homebuyer
and Owner -Occupied Housing Rehabilitation grant, the submittal of the 2006
Owner -Occupied Housing Rehabilitation Program Over -The -Counter Grant
application, the 2004 Community Development Block Grant, the Capistrano
Terrace Mobile Home Park owner's intent to close the park, the Title 25 health
San Juan Capistrano: Preserving the Past to Enhance the Future

and safety inspections, and the status of the Whispering Hills Apartments, Little
Hollywood expansion and Habitat for Humanity's affordable housing projects.
The Housing Advisory Committee provided the following comments regarding the
following projects:
Whispering Hills Apartments: The Committee discussed the fact that the
comprehensive development plan for this location had not included the
Whispering Hills Apartment project site as a developable area and that the City
Council had agreed to allowing development of the area in order to construct
affordable housing. For this reason, the Committee recommended that the City
Council require the applicant of the Whispering Hills Apartment project to provide
50 percent of the units with an equal mix of low and very -low households and the
remaining 50 percent of the units for moderate households. The moderate units
will help satisfy the City's Regional Housing Needs Assessment requirements yet
will eliminate any "affordable housing stigma" attached to the project since
moderate -income household rents fall within market -rate rents.
Little Hollywood Expansion: Staff advised that on January 16, 2007, the City
Council determined that an extension of Paseo Adelanto through to Avenida de
la Vista should not be considered in developing the remaining Agency -owned
Little Hollywood vacant land with 10 additional affordable rentals. The three
conceptual plans will be reviewed by the Design Review Committee in February,
2007. Following selection of the preferred option, formal plans will be processed
for consideration by the various boards, committees, and commissions.
Habitat for Humanity (Calle Rolando Villas): Staff advised that the final street
improvement and landscape plans for Calle Rolando will be reviewed by the
Planning Commission on February 13, 2007 and that staff is still waiting for final
landscape and fencing plans for the site to be submitted for approval by the
Planning Commission.
Mr. David Solt addressed the Committee regarding the project. He indicated he
is a volunteer for Habitat for Humanity ("Habitat"). He indicated the Habitat
conducted an opening on November 10, 2006 on the site and that they are
currently considering families for selection. Mr. Solt stated that Habitat is looking
for military families and volunteers. He added that he will be working to raise $7
million in funds for the project.
Member Freese stressed the importance of keeping this project well maintained
and nice so that Habitat can possibly do other projects in town.

E. COMMITTEE/STAFF COMMENTS
Staff advised that the next regularly -scheduled meeting would be April 25, 2007.
F. ADJOURNMENT TO APRIL 25, 2007 AT 7 P.M. — The Housing Advisory
Committee adjourned at 8:45 p.m. to April 25, 2007 at 7 p.m.
