Sally G. Rather- 32802 Valle Road Space 34- Shared a letter with the Committee
expressing displeasure with the Capistrano Mobile Home Park closure process.
Ms. Rather requested an update on the status of the closure and Staff related
that this item can come back as an agenda item, and will investigate updates
being posted on the website.

E. OLD BUSINESS
1. Little Hollywood Phase II Update Laura Stokes Housing/Redevelopment
Coordinator} Laura Stokes summarized the agenda report and gave financial
details regarding the project.
Committee members inquired about the cost of each coach from the
manufacturer, the placement of the units, the potential for privacy screens,
and if the City has had governmental opposition regarding the housing
programs stringent regulations.
Staff clarified that the cost of each coach from the manufacturer is
approximately $65,000. Ms. Stokes and committee member Ratcliffe detailed
that the units were placed close together due to access requirements,

easements, and that privacy screens have not been proposed for the project
and utilizing them may create further space concerns. Staff related that there
has been no opposition to the City's affordable housing from government
entities or housing advocates.

2. The Groves at Williams Ranch Update (Laura Stokes, Housing/
Redevelopment Coordinator) Laura Stokes summarized the agenda report
and details regarding the SB 18 requirements, meeting with the local tribe and
their requests of the project, the prepared request for proposal for the project
and the stages and timelines as the project moves forward.
Committee members requested clarification on the Native American
Monitoring, geotechnical requirements, financing possibilities for the project,
the trail connection on the site, the possible extension of Junipero Serra
Road, the Shea property, and the possibility of expediting the development
process.
Staff clarified that the monitoring would only occur if the ground was disturbed
and if there is no need to excavate no monitoring will be necessary; however,
it is not likely that there will be no need to excavate with our own project,
given the unknown soil makeup and previous uses of the site.
Douglas Dumhart, Economic Development Manager, related that the City will
be looking to apply for four percent tax credits, which are anticipated to still be
soft after entitlement. Mr. Dumhart discussed the likely location and use of the
trail connection, and how the development process works and why it is not
likely an expedited process will be possible. Mr. Dumhart additionally, clarified
that Junipero Serra Road will never be extended because of the
developments surrounding it and the location and history of the Shea
property.
F. SUB -COMMITTEE AND STAFF COMMENTS
1. Sub -Committee Comments -
a. Grants (William Bonney, Nancy Campman, and Gila Jones)
Sub -committee will meet with Habitat for Humanity to discuss possible
investigation of grants for the San Juan Capistrano Project.
b. Rehabilitation (David Solt and Joanne Marquez)
No update.

c. Homelessness (Jess Lopez, Gila Jones, and Nancy Campman)
Questions on Los Rios Park motion detector sprinklers, and relating that
the sprinklers are not affecting the homeless, but affecting the families that
are visiting the park. Requested that staff relate concerns regarding the
sprinklers, lack of park hour signs, and locked bathrooms to Parks and
Recreation.
Update on iHope, and the group's ongoing search for property.
d. RHNA(Gila Jones)
Continued work on changing legislation to offer more options for meeting
RHNA. Will investigate Irvine suit against SCAG and report back.
e. Mobile Home Parks (Jess Lopez and Gila Jones)
i. GSMOL Meeting -Related that 45 people attended the informational
event to learn about Mobilehome Residency Law. Majority of attendees
were San Juan Capistrano residents; however, there were attendees
from outside the City as well, interested in the Law.
ii. Related that AB 566 passed and is awaiting the Governor's signature.
Status of AB 761 will be provided to Staff for distribution to the
Committee via email.
f. First Time Home Buyers (Gene Ratcliffe)
Related that the market continues to be problematic for first time home
buyer programs.
g. Public Relations Advocacy (Joanne Marquez and David Solt)
i. Legal boundaries in marketing preferences.
Referenced HUD Marketing Plan, and will target those people least
likely to apply. Current Marketing plans include mailing flyers to
employers, schools, and utilizing the City's website to get the word out
about the affordable housing programs. Requested business license
list from staff for mailing.
Sub -Committee will come back with graphics displaying the
demographics of affordable housing applicants for Committee Review.
