the meeting to order at 6:10 pm.

1. Strategic Plan, Goals, "Metrics" (Dashboards) and Advocacy Efforts (South
Orange County,Alliance for Housing our Communities "SOCAHOC").
Edie Fee, Leslie Davis, and Eduardo Moreno of SOCAHOC reviewed the
Alliance's community outreach goals, provided the Committee with resources
to dispel affordable housing and development myths, SOCAHOC strategic
plan, and community dashboards
The alliance provided up to date City housing data and policies, which had
been collected from Mission Viejo, Dana Point, San Clemente and San Juan
Capistrano staff. SOCAHOC plans to provide this information to the
community as a "one-stop resource" to provide interested parties with south
Orange County City housing information.
The Committee related their appreciation of SOCAHOC's community
outreach and communication. Several committee members requested further

information as the Alliance develops their focus, and expressed their
enthusiasm for specific topics, including: overcrowding, housing legislation
advocacy, in -lieu, workforce, alternative to subsidized housing, and homeless.
Additionally, the committee encouraged the alliance to have Mission Hospital
(proponent of SOCAHOC) employees sign up for city housing programs so
they may find homes closer to their work.
F. NEW BUSINESS
1. Housing Program Status Report fLaura Stokes,_Housing/Redevelopment
Coordinator)
Ms. Stokes provided a report on the City's Programs.
Committee members requested additional information on the Little
Hollywood/Rental Subsidy consultant's contract and the Agency/landlord
relationship. Staff related that the contract is negotiated by the redevelopment
housing staff and that the Agency has a contract with landlords providing the
City with certain powers. Additionally, staff clarified that the Little Hollywood
tenants and the participants in the Rental Subsidy Program are required to
complete the same program requirements, the main difference between the
households is solely who owns the property.
The committee discussed their pleasure with Habitat for Humanity's project
housing four families, and reiterated the need to continue supporting the
organization.
Committee requested additional information on the density of the new Little
Hollywood site. Staff and committee member Ratcliff related that the site is
not denser, but. the units needed to be clustered more due to access and
easement needs.
Committee discussed the parking for the Groves at Williams Ranch project,
and clarified that the City will move forward with the project after review of
RRM Design Group's scope of work, which would occur within the following
two weeks.

G. SUB -COMMITTEE AND STAFF COMMENTS
1. Sub -Committee Comments -
a. Grants (William Bonney, Nancy Campman, and Gila Jones)
Sub -committee related need for additional information regarding goals of
the sub -committee. Staff clarified the grants that the. City commonly

reviews. The sub -committee related that they would continue to review
grant options and forward potential opportunities to staff.
b. Rehabilitation (David Solt and Joanne Marquez)
Sub -Committee related that a goal to have four meetings, outside of the
City, relating to rehabilitation.
i. Proposal to Senator Lou Correa
Staff related that Vice Chair Jones and staff have been working on
legislation for rehabilitation to be more feasible when counting toward
the Regional Housing Needs Assessment (RHNA).
c. Homelessness (Jess Lopez, Gila Jones, and Nancy Campman)
Sub -committee provided update on homeless assistance group iHOPE
OC, the Resolution regarding the decision to prohibit collection of cans
from dumpsters on the state beach, litigation with homeless in surrounding
jurisdictions, and publicizing the opportunity for homeless assistance. Sub-
committee requested additional information from staff regarding
accommodations of emergency shelters.
d. RHNA (Gila Jones)
Sub -committee provided update on RHNA reform. Discussed RHNA
options outside of new construction, and that there is no way to decrease
the RHNA numbers without providing affordable units.
e. Mobile Home Parks (Jess Lopez and Gila Jones)
Sub -committee discussed a meeting regarding the establishment of
neighborhood watch programs for the mobile home parks, cleaning parks
and providing fire safety, and GSMOL Road Show workshop to clarify
mobile home park resident rights.
Sub -committee .discussed State legislation AB 761, which passed the
Assembly and is currently on hold as a two year bill, and AB 566 which
has passed the Assembly and will be going to the Senate floor.
Additionally, the sub -committee clarified the reasons why mobile home
parks are not counted as state recognized affordable housing, including,
residents not being income qualified, and the cost of units not necessarily
affordable even when the rent of the space is under rent control.

f. First Time Home Buvers (Gene Ratcliffe
Sub -committee related that the 2009 HOME Grant First Time Home Buyer
Guidelines require the City to complete a feasibility worksheet if providing
a household with a second mortgage. This worksheet is not in-line with the
First Time Home Buyer program the City and Committee want to initiate.
g. Public Relations Advocacy (Joanne Marquez and David Solt)
Sub -committee reviewed and discussed redacted applications and
demographic summary of who is requesting assistance. Established a
goal of continuing to review applications, and update old application.
Discussion regarding:
• Use of E -Verify for Housing Program
• San Juan Capistrano Residents & Employees Targeted for Programs
• Marketing Planning Committee
• Frequently Asked Questions & Answer Document
H. ADJOURNMENT
Committee felt that three months was too long before another meeting and
proposed to meet on September 16, 2009 at 6:00 pm in the Council Chamber.,
Moved to approve, passed 7-0.
