A. CALL TO ORDER- Laura Stokes, Housing Advisory Committee Secretary called
the meeting to order at 6:12 p.m.

D. APPROVAL OF THE MINUTES OF APRIL 22, 2009
Moved to approve the minutes, passed 7-0.
E. NEW BUSINESS
Review of Legal Principles Relating to Conflicts of Interest. (Laura Stokes,
Housing/Redevelopment Coordinator)
Ms. Stokes reviewed the staff report with the committee. Committee Member
Marquez, requested clarification on when the "public generally" exception to a
conflict of interest. Ms. Stokes, Committee member Ratcliffe and Vice Chair
Jones clarified that if the conflict of interest is the same as a substantial
amount of the public the conflict is general and the governing member may
participate. Ms. Stokes also clarified that if there is any confusion or a
question of participation the City Attorney will make the final determination.
Passed 7-0.
2. Consideration of Resolution Recommending the City Council Conceptual
Support of Workforce Housing on Vacant Land at the Northwest Corner of
Camino Capistrano and Junipero Serra Road. (Council Priority No.
6A)(Portion of APN 121-050-21). (Laura Stokes, Housing/Redevelopment
Coordinator)

Ms. Stokes reviewed the staff report with the committee. David Chacon
discussed the exhibits and sight designs developed by RRM Design Group.
Committee Members expressed concern over height, parking provisions,
location of the tot lot, bus routing, and the site grading.
Staff clarified that all concerns would be addressed and discussed further as
the project moved through entitlement, and the committee's current review
was foe the conceptual approval and recommendation to Council for the
Concept of Workforce housing on the site.
Committee Member Ratcliffe moved to approve staff recommendation,
passed 7-0
3. Consideration of Action List of Committee Member Goals. (Laura Stokes,
Housing/Redevelopment Coordinator)
Ms. Stokes reviewed the staff report with the committee.
The Committee discussed possible sub committee groups and formed seven
sub -committees. The sub -committees and members are listed below.
Grants: Investigation additional grants and funding opportunities for
the City and Affordable Housing Projects.

Rehabilitation: Investigate possibility of rehabilitating the existing housing
stock.
David Solt, Joanne Marquez
Homelessness: Review community need and determine actions city make
participate in to combat homelessness.

RHNA: Review of RHNA requirements and assist City in meeting
goals.

Mobile Home
Parks: Maintain Communication with park members and, if possible,
assist in park relations.

Home Buyers: Review the current guidelines and make recommendations
on how the program can assist the most households with the

funding available.

Advocacy: Review demographics of rental assistance waiting list, and
prepare "picture" of those people who need assistance. The
Committee will use this data to answer questions about who
affordable developments are serving and combat
NIMBYisms.

4. Consideration of Housing Advisory Committee Meeting Proceedings. (Laura
Stokes, Housing/Redevelopment Coordinator)
Ms. Stokes reviewed the staff report with the committee. Moved to receive
and file, passed 7-0.
