MINUTES OF THE MEETING FOR THE
HOUSING ADVISORY COMMITTEE
CITY COUNCIL CHAMBERS
January 28, 2009 - 6:00 P.M.
A. CALL TO ORDER- Chairperson Ratcliffe called the meeting to order at 6:03 p.m.
B. ROLL CALL- Present: Gene Ratcliffe, Joanne Marquez, William
Bonney, Nancy Campman, Gila Jones, Jess
Lopez, David Solt
Absent: None
Staff Present: Douglas Dumhart, Economic Development Manager
Laura Stokes, Housing/Redevelopment Coordinator
C. NEW BUSINESS-
1. Housing Program Status Report (Laura Stokes, Housing/Redevelopment
Coordinator)
Ms. Stokes provided a report on the City’s Programs. Further details were
given regarding the HOME Grant, and what grants the City pursues, including
the Neighborhood Stabilization funds which will not be pursued.
Moved to receive and file, passed 7-0.
2. Consideration of a Potential Affordable Housing Development Site (Laura
Stokes, Housing/Redevelopment Coordinator)
Ms. Stokes provided a summary of the agenda report, and the proposed site
for affordable housing.
The Committee felt the proposed site was good; however, they had the
following concerns:
The “hole” like topography
Previous uses on the site
Site access

Number of units for a constrained site
Proximity to the creek
The committee unanimously supported staff’s recommendation and forward a
recommendation for the utilization of the surplus land at the northwest corner
of Camino Capistrano and Junipero Serra Road as an affordable housing
development site.

The Housing Advisory Committee adjourned the meeting at 8:02 p.m. to April 22,
2009 at 6 p.m.
