E. CONSENT
� 1. Memo Update Regarding Capistrano Terrace Mobile Home Park (Bill
Ramsey, Principal Planner)- Staff related that all questions regarding this item
may be directed to the Project Manager at the City at individual Committee
member's convenience. The Committee requested clarity on the memo's
- attachment schedule which identifies the first milestone as "November-
December 2011", and felt this may need to be "November-December 2010,"
staff concurred and agreed to relate the concern to the Project Manager.
The Committee approved to receive and file 7-0.
F. NEW BUSINESS
1. Housing Program Status Report (Laura Stokes, Housing/Redevelopment
Coordinator).- Ms. Stokes provided a summary of the Staff report detailing
households that left the program due to the programs time limitations, new
households moving into the program, and the grandfather clause of the Little

2. Housing Project Status Report (Laura Stokes, Housing/Redevelopment
Coordinator).- Ms. Stokes provided a summary of the Staff report detailing the
Habitat for Humanity Project and new loan reimbursement request, from
January 1, 2011 to April 1, 2011, received after the agenda report was
published. Committee Member Bonney expressed concern with the
topography of the Camino Las Ramblas site and related it may be a costly
site to develop, and staff related that the City will not plan on developing the
site with housing dollars but prepare the site for a potential future developer.
Approved to receive and file 7-0.
G. OLD BUSINESS
1. Beautification Program Guidelines Review (Laura Stokes,
Housing/Redevelopment Coordinator).- Ms. Stokes summarized the staff
report and called out the changes the sub-committee approved of since the
Committee meeting in September, including:
• Award given once a year during the second quarter of the year.
• Residential front yard and business window award signs would be
eliminated.
• Added newspaper notification and advertisement for marketing and
award.
• Added an extra photo to be submitted for rehabilitations showing the
conditions prior to improvements.
Committee members provided input on the guidelines as staff reviewed the
changes. The changes made are as follows:
• Page 2 under Frequency shall read: "The Beautification Program will
accept nominations and select award winners once a year, during the
second quarter of the year."
• Page 2 and 3 under Award Criteria shall read prior to the bullet points:
"Nominees are not required to meet all Award Criteria, but expected to
exemplify one or more of the following:"
• Page 2 and 3 under Award Criteria shall have the following added to
the bullet points: "Sustainability- i.e. recycled materials, energy/water
efficiency, etc."
Beautification Program Guidelines and Operating Procedures approved with
amendments 7-0.
H. SUB-COMMITTEE REPORTS
1. Review of Sub-Committees, Discussion of Removing Inactive Sub-
Committees and Adding new Sub-Committees (i.e. foreclosure prevention,
beautification program; conversions).-

Q Ms. Stokes summarized the agenda report. The Committee discussed all the
current sub-committees and determined to eliminate the Rehabilitation sub-
committee, add a Foreclosure sub-committee with Committee Member Solt
and a Request for Proposal sub-committee with Committee Members Jones,
I Campman, and Solt. Additionally, Committee Member Campman requested
to be removed from the Grants sub-committee and Committee Member Solt
was selected to act on the Mobile Home Parks sub-committee when
Chairperson Jones is unavailable.
� 2. Sub-Committee Comments-
i. Grants (William Bonney, and Nancy Campman)- Committee Member.
Bonney presented a list of goals for the Grants Sub-Committee which
will be pursued over the following year.

ii. Rehabilitation (David Solt and Joanne Marquez)
iii. Homelessness (Jess Lopez, Gila Jones, and Nancy Campman)-
Committee Member Lopez related the success of the Tri City Shelter at
Calvary Chapel in Capistrano Beach, the health fair for lower income
households held at J. Serra High School, and the transportable shower
truck available for transient persons.
iv. RHNA (Gila Jones)- Chairperson Jones clarified the City's capabilities
with the approval of AB 1867, including conversion to rentals, and only
allowed to complete the same number of units which have been

constructed.

ii. Public Relations Advocacy (Joanne Marquez and David Solt)-
Committee Member Marquez provided a PowerPoint Presentation
regarding applications received by the City for Affordable Housing
Assistance.
1. COMMITTEE AND STAFF COMMENTS-
The Committee and staff discussed the changes occurring at the City in
i relationship to housing tasks and the Housing Coordinator's daily duties.
The Committee requested further information regarding Redevelopment Housing
i Bond Funds, which may expire from use, and proper spending of those funds
prior to their expiration.
