17-0706_LOMAS VERDE HOA_Project Initiation Memo 6/20/2017 Project Initiation Memo TO: Ben Siegel, City Manager FROM: Steve May, Public Works and Utilities Director, A Prepared by: Mike Marquis, P.E., Associate Civil Engineer IT( 1 SUBJECT: Entry License Agreements for Recycled Water Service Conversions Project, CIP 16601 Description: In order to complete the work associated with the subject project, the City's contractor will need to access irrigation piping and appurtenances on the customer side of the meter. The work varies from site to site, including but not limited to establishing connection to new service meter, irrigation pipe removal and replacement, placing recycled water identification tags and stamps on irrigation valves and boxes and inside irrigation controllers, removing backflow preventers, and placing recycled water signage. El Toro Water District completed a similar project a few years ago and provided a template Entry License Agreement. Staff sent the Agreement to the City Attorney for review, and incorporated all the recommended modifications. The City attorney recommended that this agreement be signed by the City Manager. The Entry License Agreement allows our contractor to legally perform the necessary conversion work on private property, and gives the City the ability to apply for and receive Metropolitan grant money for each site on behalf of the owner. It is estimated that the grant money will cover approximately 25% to 33% of the project construction costs. The project, when completed/will increase potable water use offset by an estimated 87 acre feet per year. Award is anticipated in July,with construction beginning in August and completion in October 2017. Staff recommends that the City Manager sign the attached Entry License Agreements for the Recycled Water Service Conversions Project. Location: Various locations. Staff Analysis & Recommendation: Staff recommends that the City Manager sign the attached Entry License Agreements for the Recycled Water Service Conversions Project.
